The Upper Legislative Chamber of the Russian Empire on Establishment of the State Council 1906
Abstract
The article describes the composition, legal status, and the activity of the Upper Legislative Chamber of the Russian Empire on Establishment of the State Council 1906. It also exposes legal status problems of the members of the reformed State Council as well as conflicts of some laws of the Establishment.
