Actions in the State of Extreme Necessity under the Threat of Marine Accidents
Abstract
The author discusses the creation of a professional specialized military, pirate and corsair organization on the territory of Aetolia – the Aetolian League which had a two-fold organizational and legal form. On the one hand, it was a confederation of different tribes which lived in Aetolia in small towns and rural districts and had a full autonomy in all issues, excluding war and foreign policy. On the other hand, it constituted an organization of professionals – warriors, pirates and corsairs – which organized their activity ashore and afloat, concluded contracts on provision of war, pirate and corsair services on their behalf, as well as specified the amount of payment for such services.
