International legal framework of healthcare regulation

Under the influence of economic globalization and demographic changes, healthcare challenges have gradually been integrated into the agenda of international intergovernmental organizations, emphasizing their importance in the socio-economic well-being of the population and sustainable development. Increase in the frequency of new infectious pandemics registration and other global systemic threats has influenced analysis of possible directions for the development of international legal regulation of the healthcare sector in the scientific literature and documents of international organizations. In the presented article, the author systematizes the main threats and challenges in the field of health protection and their role in rethinking the concept of human security. The author carried out a comprehensive analysis of global health and global health governance concept formation. The article systematizes the main actors of international relations involved in the regulation of healthcare. Summarizing doctrinal sources, a critical analysis of international healthcare law as a new branch of international law is presented. The article is based on international treaties, resolutions of international intergovernmental organizations, as well as documents of other actors of international relations were studied and scientific studies of national and foreign experts in international health regulation and international health relations. Based on the results of the study, a conclusion is presented on the formation of “international health law” as a new branch of international law. The author systematizes the main sources of “international health law”, as well as a list of the main international actors involved in the regulation of this area.
