Abstract
The article examines the issue of improving division of powers and matters of authority in the sphere of environmental management between the Russian Federation and the constituent units of the Russian Federation. The author analyses different definitions of the concept «environmental management» and gives his own definition. The author touches upon the issue of providing a framework for the principles of division of powers and matters of authority.
