Notion and characteristics of a public-private partnership

Abstract

The article examines the notion and characteristics of a public-private partnership (PPP). Based on the conducted research of the legal definitions available in the constituent units of the Russian Federation, draft federal law “On the public-private partnership”, as well as the notions established in science, literature and in a business community, the author reveals the essence of this phenomenon. The author points out its main (basic) characteristics and gives both an extensive and, for the sake of convenience, a brief legal definition of a public-private partnership.
