Legal notion “environmental emergencies” under the legislation of the Russian Federation and the Republic of Uzbekistan
Abstract
The main purpose of the article is to identify the peculiarities of the legal notion “environmental emergencies” under the legislation of the Russian Federation and the Republic of Uzbekistan. For this purpose the author performs a comparative and legal analysis of the legislation of Russia and Uzbekistan. Despite a number of main legal acts aimed at regulating relations in the sphere of environmental emergencies in the Russian Federation and in the Republic of Uzbekistan, there are certain premises for improving separate rules and provisions which they contain. In this regard, it is urgent, firstly, to focus on the level of definitions development in the sphere of environmental emergencies from the perspective of their suitability and expediency of their separate elements in order to effectively meet the needs of modern practice and scientific achievements. Therefore, it is essential to define the notion of an environmental emergency in the legislation by reference to the presence of an extraordinary legal event – a technological accident or a natural disaster.
